 1. Competences

The Portuguese Dental Association (OMD – Ordem dos Médicos Dentistas) was created in compliance with Law no. 110/91, dated 29 August, which was later amended by Laws nos. 82/98, dated 10 December, and 44/2003, dated 22 August. As customary in these cases in Portugal, the OMD is therefore part of the organisation of the State.

The OMD is a registered professional association, independent from State Bodies, free and autonomous in its regulations. With its head office in the city of Porto, the OMD has delegations in Lisbon and in the Autonomous Region of Madeira.

The OMD's competences and jurisdiction include the entire Portuguese territory and are applicable to the activities and professional practice of all dentists registered, even if these activities are carried out beyond Portuguese borders.

Today, the OMD has approximately 6,600 members, among whom professionals from 34 countries in Europe, America, Africa and Asia.

It is the only Portuguese professional organization whose members belong to the "learned professions".

The competences of the OMD include, among others:

  • to grant the title of dentist and regulate the practice of dentistry;
  • to uphold the ethics, deontology and professional qualifications of its members, in order to guarantee and protect the patient’s right to the best possible oral health care;
  • to assure the compliance with the law, the Statutes and its respective regulations, particularly in what concerns the profession and the title of dentist, and to initiate legal proceedings against those practising dentistry illegally or making unlawful use of the title of dentist;
  • to promote further qualification of dentists, especially through continuous training, and to participate actively in post-graduate training.
Financially, the OMD is supported by its members’ fees and does not depend on any kind of public funding or sponsorship.

The OMD also handles a wide range of issues which are crucial to the lawful practice and promotion of dentistry, as well as ethical and deontological aspects, in strict compliance with its Code of Ethics.
